Why We Built This Site
Kentucky does not put every record in one database. RCDC keeps booking and custody information, and the arresting agency retains its report. Rowan District and Circuit Court files show filed charges and outcomes. Kentucky State Police maintains the central repository. The state registry serves a separate public-safety role. We organize official contacts, portals, request routes, costs when published, and key access limits.

What We Cannot Do
This is a privately run reference site. We have no connection to a Kentucky court, sheriff's office, police department, or state agency. Those limits matter:
- We cannot run an official background check or pull a criminal record for anyone
- We cannot file expungement petitions, records requests, or any other paperwork on your behalf
- We cannot issue certified copies of any criminal record, court document, or rap sheet
- We cannot give legal advice or explain how a specific charge or case applies to you
- We cannot promise that every Rowan phone number, fee, hour, or address remains current
Only the responsible office, such as the Rowan clerk, sheriff, RCDC, or Kentucky State Police, can issue an official record. We can identify the route, but the document must come from its custodian.
