Arrest Records in Rowan County

Under the Kentucky Open Records Act, KRS 61.870 through 61.884, the ordinary response time is five business days, excluding weekends and legal holidays. An agency can produce records, cite a legal basis for denial, or state why more time is needed. Inspection is generally free. RCDC SCORE Work Release
Rowan County's named SCORE work-release program is one example of why a jail status needs context. An official county report on SCORE said more than 40 participants had taken part. Businesses interview at the jail, RCDC provides transport, and the program opens participant bank accounts. Child-support obligations may also be deducted.
A work-release placement reflects custody administration and program eligibility. It does not change the need to read the court judgment for the actual conviction and sentence.
Arrest Records vs Conviction Records
An arrest record says an agency took a person into custody or issued a qualifying citation. A conviction record reflects a court's judgment of guilt. An arrest is not proof of guilt. Verify each charge through the Rowan court disposition because bookings can end without a conviction.
Eligible dismissals, acquittals, non-indictments, misdemeanors, and some felonies have distinct expungement routes under KRS Chapter 431. Relief is not automatic in every matter. Keep the order and verify implementation with the Rowan clerk, AOC, KSP, or any other holder whose output remains wrong.
